Airport development fees mean passengers 'are charged twice'

Passengers flying from some of the UK's regional airports are being charged twice for services, an air watchdog has said. The Air Transport Users Council says a growing number of airports are charging fees to cover development and security on top of their ticket prices, which already include an element of charge for the services.
Airport Development Fees (ADF) were first introduced at Newquay Airport in 2005. All passengers over the age of 16 have been charged £5 since 2005. Norwich Airport recently introduced a charge for all passengers flying from its terminal to fund part of an £18m airport expansion plan. It charges adults £3 while children aged between two and 15 must pay £1. Liverpool Airport is also due to trial a fee for passengers who want to be fast-tracked through security.
Airports say the revenue is needed to provide better facilities and to deal with the heightened terrorist threat. Airport bosses say the money will be used to make improvements or to cover the increased cost of security.
However, the Air Transport Users Council and airlines say that they are concerned about the additional passenger charges. They claim airport customers are already paying for airport development and security in their ticket prices.
