Boris rules out Heathrow expansion

London Mayor Boris Johnson has ruled out expansion of Heathrow Airport in his new London Plan. The plan is intended to guide development of all kinds in London to 2031. Although it states: ‘Airport capacity serving the capital and wider south east of England must be sufficient to sustain London’s competitive position’, it also stresses that the mayor ‘strongly opposes any further expansion at Heathrow involving an increase in the number of aircraft movements there’.
The London Plan says that the mayor sees the need for additional runway capacity in the south-east of England, but that ‘noise problems and poor air quality at Heathrow have reached such levels that further increases in the number of air traffic movements there are untenable’. He did though support measures to ensure London airports ‘can be used to optimum efficiency while not necessarily increasing the number of air traffic movements’.
The plan does not explicitly mention the so-called ‘Boris Island’ idea promoted by the mayor for an airport on an artificial island in the Thames estuary.
