CAA reject Flybe Gatwick pricing complaint

The Civil Aviation Authority (CAA) has rejected a Section 41 complaint by Flybe that Gatwick Airport's pricing structure unreasonably discriminates against operators of smaller aircraft. The complaint followed changes to the airport’s pricing structure that came into force on April 1 and resulted in ‘significantly’ increased landing charges for Flybe and takes no account of the size or weight of landing aircraft.
Gatwick defended the changes, saying that the revised charging structure was based on criteria designed to ensure the most-efficient use of airport capacity. It is the world's busiest single runway airport and is full during peak periods.
The CAA said today that a preliminary assessment led it to the ‘provisional view’ that Gatwick has an ‘objective justification’ for the new charging structure. It said: ‘The CAA is currently not minded to investigate the complaint further. However, the CAA is now consulting stakeholders on this view, and is inviting representations from interested parties before 4 November 2011.’
